About the Market Transformation Programme

The Market Transformation Programme (MTP) supports UK Government Policy on sustainable products, by:

  • Developing and maintaining a robust evidence base on impacts and trends arising from products across their life-cycles.
  • Ensuring reliable product information is available and is used to inform policy decisions, consumer choices and instruments like public procurement.
  • Working with stakeholders to harness their expertise to develop a robust evidence base for effective standards across product life-cycles and outcomes which stimulate innovation and ecodesign

What products do Market Transformation Programme cover?

The Market Transformation Programme covers all products that fall under the Ecodesign Directive. The Directive sets minimum environmental performance standards, across the European Union for energy related products (ErP).  This is put into UK law by the Ecodesign for Energy Related Products Regulations (SI 2010 No 2617). Ecodesign regulations aim to improve the environmental performance of products by reducing the impact of a product’s life-cycle on the environment. This is done through regulation or voluntary agreements.

The products covered by the Ecodesign regulations and therefore the Market Transformation Programme include energy-using products, which use, generate, transfer or measure energy (electricity, gas, fossil fuel), such as boilers, computers, televisions, transformers, industrial fans and industrial furnaces.

Details of the European Commission's ecodesign work plan, including regulations and voluntary action already agreed and those currently in negotiation, can be found on the European Commission's website.

 

Product Areas

The products currently covered by Market Transformation Programme are split into 6 product areas:

  • Heating Ventilation and Air Conditioning (HVAC) - includes products such as water heaters and boilers.
  • Domestic Appliances - includes products such as tumble dryers, ovens and freezers.
  • Lighting - includes domestic and non-domestic lighting products.
  • Motors - includes products such as eclectic motors and ventilator fans.
  • Transformers and Machine Tools - covers transformers and machine tools.
  • Consumer Electronics and Information and Communication Technologies (CE/ICT) - includes products such as computers, imaging equipment (for example printers) and televisions.

How does MTP operate?

Market Transformation Programme is managed by Defra through a consortium of contractors. The lead contractor is AEA Technology, working alongside Consumer Research Associates. There are also many technical advisers to the programme including the Building Research Establishment (BRE), Intertek Research and Testing Centre and a growing number of others.
