Policy Briefs

A Policy Brief provides a clear statement of the actions necessary to improve the resource efficiency of a particular product. They inform Government decisions by demonstrating consensus on workable policy options and their impacts. Policy Briefs contain and explain the scenario data in the What-If Tool and aim to answer the following key questions:

  • What is the current and likely future resource consumption of the product?
  • What is a challenging but achievable level of future consumption?
  • What types of policies are necessary to achieve the identified savings?
  • What specific actions (with timetable and action owner) are required to implement the policies and resolve outstanding issues/barriers?
  • What are appropriate indicators to monitor progress?

Briefing Notes

These are linked to Policy Briefs and present the underlying evidence base of information. They provide further explanation, definitions, assumptions and important background information.

Product Scenarios

MTP develops three sets of scenarios to present the future resource requirements for around 30 domestic and commercial products via the What-If Tool, including:

  • Reference scenarios – estimating the impact of existing policy measures, superimposed on underlying market trends, for example, on the supply, sales and use of a product.
  • Earliest Best Practice scenarios – indicating what could happen if the market was to take up the most cost effective options identified.
  • Policy scenarios – estimating the effects of an ambitious and feasible programme of policy measures.

Performance Standards & Test Methodologies

The Performance Standards Information Base (PSIB) provides details of current and future environmental performance standards as well as of the test methodologies that define how a product’s environmental performance is measured.
