Marrakech Task Forces Meeting, organised by UNEP, was held in Paris, France and attended by the UK-led International Task Force for Sustainable Products (ITFSP).  The meeting discussed: the role of the Task Forces in preparation of the 10-Year Framework of Programmes on Sustainable Consumption and Production; follow-up from the Third International Expert Meeting held in Stockholm, Sweden in June 07; how to increase cooperation between task forces where activities are complementary; and an improved communication strategy. The UK presented its ‘map’ of Task Force activities and the policy tools being developed (UK action from Stockholm meeting).

The Eco-design of Energy-using Products Regulations 2007

This new Statutory Instrument, which transposes the EU Framework Directive on the Eco-design Energy-using Products (2005/32/EC) in the UK and consolidates the existing mandatory energy efficiency requirements covering boilers, household refrigeration appliances and fluorescent lighting ballasts, came into force

Government and Industry Sustainable Construction Strategy launched for consultation.  Reducing on-site waste, using sustainable materials and increasing skills in the workforce are just some of the targets set out for the construction industry in the draft joint strategy, which aims to help the industry deliver more sustainable construction methods and products.

Water Efficiency in New Buildings: A joint Defra and Communities and Local Government policy statement. 

The Statement responds to the key issues raised in the responses to the consultation and sets out how Government proposes to bring forward regulations to implement minimum standards of water efficiency for new buildings and key fittings.

The IEA’s Proposal for a new Implementing Agreement on Efficient Electrical End-Use Equipment was discussed at a meeting in Paris, France.  Following agreement at an earlier meeting in March 2007 that the IEA should draw up a proposal for the new Implementing Agreement, the purpose of this meeting was to appoint the interim Executive Committee (ExCo), agree the initial workplan, and consider expressions of participation from interested governments (14 countries and the EC attended the meeting). The ITFSP took the lead in developing Annex 1 on global standards mapping and benchmarking, will prepare an ideas overview on retailer initiatives and provided comments on the Swiss-led annex on motors.

The Joint IEA/ITFSP/Energy Star International Workshop on Energy Efficiency of Set-top boxes and Digital Networks was held in Paris, France from 04/07/07 to 06/07/07.  The purpose of this meeting was to bring together stakeholders to share information on current developments in technologies, standards development and policies, and to decide on the key elements for future activities.  UK MTP/ITFSP, along with IEA and the Australian Greenhouse Office (AGO), facilitated the attendance and active participation of delegates from China, including a manufacturer of set-top boxes.  MTP provided a number of key technical presentations and facilitated several of the discussion sessions.

Energy Saving Trust publishes ‘The Ampere strikes back’ – an extension and update of its ‘The Rise of the Machines’ report.

The working group on the European Code of Conduct (CoC) for Digital TV Services met at the IEA, Paris to discuss the 2006 results for the CoC, clarify operational mode definitions, review the latest technological developments and consider target values for power consumption of set-top boxes for the next period of the CoC (2007/08).  A number of technical experts from MTP attended the meeting, together with Chinese colleagues involved in the UK-China MTP Demonstration Project.

UK’s Energy Efficiency Action Plan 2007 published.  It brings together current, and planned, policies and measures to improve energy efficiency and to meet the energy saving targets under the Energy End-use Efficiency and Energy Services Directive.

The Third International Expert Meeting on the 10-Year Framework of Programmes on Sustainable Consumption and Production (Marrakech Process) was held in Stockholm, Sweden from 26/06/07 to 29/06/07.  The ITFSP attended as one of the seven Task Forces set up under the UN Marrakech process.  A key outcome from this meeting was the recognition of the important role that Task Forces will play in the development of the 10-Year Framework of Programmes ahead of the Commission of Sustainable Development (CSD) cycle 2010/11.

First meeting of the Consultation Forum of the EU Framework Directive on the Eco-design of Energy-using Products Directive (EuP) was held in Brussels and discussed Commission working document on possible measures on street lighting.

5th International Conference on Energy Efficiency in Motor Driven Systems (EEMODS) was held in Beijing, China from 10/06/07 to 13/06/07.

Environment Secretary David Miliband published a new strategy for cutting waste, and said that everyone - businesses, individuals, local authorities and the Government - has a role to play by reducing the waste they produce.

The UK Government's Energy White Paper: Meeting the Energy Challenge was launched. The second chapter of the Paper focuses on action on saving energy including product policy. In particular, it announces initiatives to publish and consult on the Government’s targets and indicative standards for energy using products.

The Ecodesign for Energy-Using Products Regulations 2007.  Defra issued guidance notes on this new statutory instrument which will transpose European Directive 2005/32/EC (establishing a framework for the setting of ecodesign requirements for energy-using products) in the UK from 11 August 2007.

The Energy Efficiency Partnership for Homes held a free seminar for supply chain stakeholders on energy efficiency opportunities in the white goods sector.

The European Commission (EC) issued a report on the transposition of the Ecodesign of Energy Using Products Directive (the EuP Directive) into the legislation of European Union Member States. The report summarises issues raised at the workshop run by the EC on 21 November 2006.

15/02/2007

1st Annual Conference of the Knowledge transfer Network.  The overall theme of the event was designing out waste in products and processes; addressing unsustainable use of resources through the supply chain and ‘closing the loop’ from manufacture to use through the employment of recycled and remanufactured materials.

The Building (Amendment) Regulations (Northern Ireland) 2006 come into effect. The revisions include amendments to Part F which relates to the conservation of fuel and power, and will require higher thermal standards for buildings, reducing their carbon emissions by up to 40%.

The European Commission proposed a new five year Agreement with the United States on the ENERGY STAR programme.  This new agreement will be the continuation of the 5 year programme first introduced in 2001. It covers computers, monitors, copiers, printers and fax machines, which are responsible for approx. 5% of the EU's electricity consumption.

The Energy Information (Washing Machines) Regulations 1996 (SI 1996 No. 600) and The Energy Information (Tumble Driers) Regulations 1996 (SI 1996 No. 601), implementing Directives 95/12/EC and 95/13/EC in the UK, come into force, requiring energy labels for washing machines and electric tumble dryers from 01/10/1996.
