17th Meeting: EuP Consultation Forum to discuss electric fans

The European Commission (EC) has announced that the seventeenth meeting of the Eco-design of Energy-using Products Framework Directive (the EuP Directive) Consultation Forum will take place on Friday 26th March in Brussels to discuss the revised draft ecodesign Regulations on electric fans.

Changes on previous texts include:

1. Modified scope: - The scope in Article 1 (1) was slightly rephrased to clarify that fans placed on the market without a motor are within scope and that small fans designed to operate with an electric motor below 125 W but (indirectly) driven by an electric motor above 125 W which primarily serves other functionalities are not within scope. For example a small fan to cool the electric motor in a chain saw is not within the scope, even if the motor of the chain saw itself (which is also driving the fan) is above 125 W. - Some exclusion criteria in Article 1 (2) have been rephrased to be more exact. - Some criteria in Article 1 (2) have been added to exclude fans for which the ecodesign requirements of the measure would not be appropriate. This means that, for example, fans for blowers (ratio of the discharge over the suction pressure criterion) or fans for vacuum cleaners (8000rpm criterion) are not covered. Some of the products in which the fan is now outside the scope of this Regulation may be covered by specific ecodesign implementing measures in the future. 2. Adjustment of the timetable in Article 3. In order to allow timely redesign of household appliances which include integrated fans and to address possible concerns of SMEs involved in using or producing fans for such appliances, it is proposed that Tier 1 will not apply to fans in household appliances. A definition to this effect is added in Article 2. 3. The tables in Annex I.2 have been refined and a column indicating the applicable target energy efficiency has been added.

In order to inform the UK position for this meeting, interested stakeholders are encouraged to review these documents and to send their feedback. Feedback is requested by Monday 15th March.
